» Tony E. Crapp Jr. became Miami city manager, replacing Carlos Migoya, a banking executive who was filling in voluntarily. Crapp had been deputy city manager since November and before that was an assistant city manager.

» Romaine Seguin replaced Stephen Flowers as Miami-based president of UPS Americas Region. She had been COO of the company’s Europe, Middle East and Africa region. Flowers will move into a position with the company’s Global Freight Forwarding unit.

» Jerry Powers, founder and former publisher of Ocean Drive magazine, joined Plum TV as executive chairman of the company and co-chairman of its board. Nicholas Lehman, the company’s general manager and executive vice president, was appointed CEO. The company also announced it will launch a magazine.
