A water shortage has been declared for the southwest district of Florida, which covers 17 counties including Hillsborough, Pinellas, Pasco, Polk, Sarasota, Hernando, Sumter, Charlotte, Citrus, DeSoto, Hardee, Highlands, Lake, Lee, Levy, Manatee and Marion.
