Key West residents clash with cruise industry, Legislature and governor over cruise restrictions

A month after Florida went on COVID-19 lockdown, Will Benson took his wife and two young children out on his skiff for a quarantine break. They headed past Key West Harbor toward Lakes Passage to do some fly fishing. Benson, who runs a charter fishing operation out of Key West, recalls thinking he’d never seen the harbor’s waters so clear.

“You could see the grass and the sand on the bottom. You weren’t just looking at silty, turbid water,” he says.
