In Tampa, Jennifer Cowan chairs the firm’s government counsel services practice group, representing city and special district entities in a wide range of legal matters. She is general counsel to a major deepwater seaport and also represents a separate special district in the same capacity. Cowan is a dedicated civic leader, including serving on the Florida Municipal Attorney Association Steering Committee and the City of Gulfport’s Planning and Zoning Advisory Board.
