In Tampa, Jennifer Cowan is chair of the firm’s government counsel services practice group and a member of practice groups related to government procurement, public private partnerships and appellate advocacy. She is general counsel to a major deepwater seaport and also represents a separate special district in the same capacity. In those roles, she provides comprehensive legal guidance on a wide range of municipal and governmental matters. Also, she acts as special counsel to various local governments statewide.
