The water cops head out early: Two hours before the sky begins to brighten. A half-hour after people are supposed to shut off their sprinklers.
In the dark cab of their SUV, the laptop glows.
“We’ve gotten a lot of complaints from the Palm Harbor area,” Ian Shollenberger tells his partner. “Let’s start up there and see if they’re true.”
They head north from the Pinellas County utilities building in Clearwater, along empty streets. While Shollenberger drives, Chynna Courtney Cherry scrolls through a database to chart their course. “Tips are coming in from everywhere,” she says.
