Banking - Coconut Grove Bank, the oldest continuously operating bank in Dade County which has approximately $250 million in assets, appointed Bill Sutton, 59, as president. Sutton, who served as Florida Secretary of Commerce in 1989, worked in banking in Tampa, Winter Haven and Tallahassee before returning to his hometown, Miami.

North Palm Beach-based Bank Rate Monitor, the nation's leading source of consumer interest rates, tapped William P. Anderson, 48, to replace William J. Ryan as president and CEO. Anderson previously was president of Block Financial Corporation in Kansas City, Mo., a subsidiary of H&R Block Tax Services Inc.

Charlie Brinkley Jr., president and CEO of Orlando's Colonial Bank of Florida, was installed as president of the Florida Bankers Association. Rudy E. Schupp, 46, takes over as president-elect. Schupp is chairman and CEO of Republic Security Bank and Republic Security Financial Corp. in West Palm Beach.

Education - Sarah Pappas, 57, is the first woman president of Manatee Community College. With a doctorate of education from Nova University, Pappas had been associate vice president for academic affairs and campus executive officer at the University of Central Florida's branch in Daytona Beach. Pappas succeeds Stephen J. Korcheck, who is retiring after 17 years.

Healthcare - John Hillenmeyer, 49, takes over as president and CEO of the Orlando Regional Healthcare System, which includes six hospitals in four counties as well as walk-in clinics, home care and managed care businesses. He replaces Chairman and CEO Gary Strack, who is retiring. David H. Hughes, CEO of Orlando's Hughes Supply, is serving as chairman.

Investments - William Miller Jr., 44, was elected chairman of the Investment Advisory Council for the Florida State Board of Administration, which runs the $61 billion state employee retirement system. The six-member council reviews board investments and makes recommendations on investment policy, strategy and procedures. Miller, who previously served as the council's vice chairman, is a partner with Lovelace, Roby & Company, P.A., an Orlando accounting and consulting firm.

Real Estate - Winfred L. Thornton, 69, retired as chairman and CEO of St. Augustine-based Florida East Coast Industries after 37 years with the company and its majority owner, St. Joe Corp. The company owns Florida East Coast Railway and office, warehouse and commercial properties throughout Florida. Thirty-year company veteran Carl Zellers Jr., 65, was promoted to chairman and CEO.

Florida Design Communities, a Fort Myers homebuilder and residential community developer, recruited Ken Mason as president of the southwest region. He replaces Frank Kurchinski, who takes over as senior vice president of WCI Communities in Bonita Springs. Both companies are controlled by a group of investors including Al Hoffman [FT, Dec. 1996]. Mason, 45, has 16 years of real estate experience, most recently as an independent consultant for domestic and international resort development and hotel companies.

Services - Coral Gables-based Vincam Group Inc., one of the nation's largest professional employer organizations, named John T. Carlen, 49, to the new post of president and COO. Carlen moves from Rochester, N.Y.-based Paychex, a major payroll processing company. Carlos Saladrigas remains chairman and CEO of Vincam.

Telecommunications - Precision Response Corp., a fast-growing telephone customer service company in Miami, tapped General Alexander M. Haig Jr. as an executive advisor. Haig, who served as White House Chief of Staff in the Nixon administration, Supreme Allied Commander of NATO under President Carter and U.S. Secretary of State in the Reagan administration, will advise Precision Response on corporate development and strategic issues. The company also named W. Richard White, 54, a 14-year veteran of AT&T, as a vice president.

Transportation - Vicki A. O'Meara, 40, was named executive vice president and general counsel of Ryder System in Miami. She joins the company from Jones Day Reavis & Pogue law firm in Chicago where she was a partner. O'Meara succeeds James M. Herron, who retired after serving 24 years as Ryder's general counsel.
