» The State International Development Organizations has elected Manny Mencia 2010-11 president. He’s the first Floridian to hold the post since the organization was created in 2000. Mencia is Enterprise Florida’s senior vice president.

» John Keillor has been promoted to principal in the Tallahassee CPA firm of Lanigan & Associates. He joined Lanigan in 2004.

» Panama City has hired its first director of business retention, recruitment and expansion, Keith Kwiatkowski, formerly manager of economic development for Allegheny County, Pa.

» Mark J. Bellinger is the new director of the Tourist Development Council for Okaloosa County. Bellinger was senior director for administration at Premier Inc., a healthcare alliance in Charlotte, N.C.
