Willow Street Capital is forging a private-public partnership with Melbourne officials to build a 120-room hotel atop the 0.6-acre city-controlled parking lot behind Meg O'Malley's, at the southeast corner of Strawbridge Avenue and Waverly Place. On the ground level, Rivera said visitors may encounter a lounge/reception area and a breakfast bar that will transition into a cocktail bar during evenings. A two- or three-level parking garage containing at least 120 spaces would be built above the ground floor, topped by about six levels of guest rooms.
