Clay County Auditor Mike Price issued a scathing indictment of county government's role in the unauthorized dumping of private waste in county landfills. While Price said former Public Works Director Arthur Ivey was most responsible, he criticized commissioners for waiving employment rules that allowed Ivey to be hired.
