?The resignation of Rep. Mark Foley (R-Fla.) has fallout beyond who will win his congressional seat this month. Foley served on the House Ways and Means Committee, which crafts the nation's tax policies, and his successor will stand little chance of getting assigned to the committee as a freshman. That leaves Republican Rep. Clay Shaw, whose district includes parts of Palm Beach and Broward counties, as the only Florida representative on the powerful panel.

? Bob Ricker has resigned as CEO of the state-run insurer of last resort, Citizens Property Insurance, effective this month. Citizens' board appointed Vice President of Operations Scott R. Wallace interim CEO. The state Senate must sign off on Ricker's replacement.

? Alex Soto, president of Dadeland insurance agency InSource Inc., has been named the first Hispanic president of the Independent Insurance Agents & Brokers of America.
