As general counsel for Miami Dade College, the largest campus-based institution of higher learning in the U.S., with over 165,000 students, Javier Ley-Soto and a modest staff handle labor and employment issues, contract negotiations, commercial transactions, and real estate and leasing; he also assists with grants and legislative affairs and has advised leadership on strategic partnerships with the likes of Tesla and the Miami Marlins. Before joining the college in 2016, he was chief legal counsel for the Department of Children and Families. Following the 2010 Haiti earthquake, Ley-Soto was recognized for outstanding humanitarian support during Operation Repatriation. He is president-elect of the Cuban American Bar Association.
