A passive approach to economic development doesn’t cut it anymore in the Sunshine State .

“ Florida for a long time took a very passive approach to job creation and economic development,” Florida Senate President Don Gaetz said at a News Herald editorial board meeting Tuesday. “We sat at the welcome station with a glass of free orange juice and a real estate map and sort of hoped they’d come, and for decades and decades they did.”

But as the U.S. continues to recover from an economic recession and states jockey for projects, even the freshest juice isn’t enough to create jobs.
