Sweeping child-welfare changes signed by Florida Gov. Rick Scott

Gov. Rick Scott signed into law Monday a sweeping overhaul of Florida’s long-troubled child welfare agency, discarding a decade-old policy that gave priority to the rights of parents. The measure, which passed through the Florida Legislature unanimously in May, contains major changes to virtually every facet of Florida child welfare policy, and is designed to stanch what had become an epidemic of child deaths, particularly among very young children. U.S. Supreme Court Supreme Court limits greenhouse gas regulations

A divided Supreme Court blocked the Obama administration Monday from requiring permits for greenhouse gas emissions from new or modified industrial facilities, but the ruling won't prohibit other means of regulating the pollutant that causes global warming. Each side declared partial vistory. "Today is a good day for all supporters of clean air and public health and those concerned with creating a better environment for future generations," the EPA said in a release. Whistleblower on Florida economic agency fraud wins lawsuit

Dianne Parcell, a former employee of the Florida Department of Economic Opportunity who uncovered "systemic" fraud within the agency has won a whistleblower lawsuit against the state. The whistleblower discovered 97 instances in which the agency had inappropriately reported Floridians to collection agencies for alleged unemployment overpayments. Estimates for overall liability to the state could be as much as $1.9 billion. More from the Miami Herald.
