The Jacksonville Community Council released a sobering report on the city’s budget that concludes the city is in financial crisis and must immediately address its underfunded pension funds to remain solvent. The report lays out how the city’s per-capita budget has increased steadily over the past 20 years as its millage rate has declined. The city also has the lowest taxes for a major metro area in Florida:
