» Beth Oltman is new president and CEO of Greater Panama City Beaches Chamber of Commerce. She previously served as director of operations and human resources.

» The University of West Florida has appointed Leo ter Haar director of the School of Science and Engineering. A $32-million building expected to be completed in 2010 will house the school, whose departments include mathematics, information technology, engineering and physics. Ter Haar was interim director.

» Joseph Travis, dean of Florida State University College of Arts and Sciences and a researcher in ecological genetics, is president-elect of the board of the 250,000-member American Institute of Biological Sciences.

» Gov. Charlie Crist appointed Peter Boulware of Tallahassee to the state Board of Education. Boulware, a former All-American for Florida State University and linebacker for the Baltimore Ravens, established a charitable foundation while in Baltimore, in which he served as mentor and motivational speaker for inner-city students. He’s vice president of Legacy Toyota dealership in Tallahassee.

» Ted Kirchharr, COO of Pensacola-based Landrum Professional Employer Services, has been named president-elect of the Florida Sterling Council board of directors. The board oversees and supports the Florida Sterling Council, an organization operated under the governor’s office to promote economic development.
