» Scott C. Frederick is the new executive director of the Taylor County Development Authority, replacing Rick Breer. Frederick has held economic development positions in Virginia, California, North Carolina and Texas.

» Madison city commissioners have hired Tim Bennett as city manager. Bennett had been county manager for Allendale County, S.C.

» Pennsylvania State University engineering professor Yaw D. Yeboah has been named dean at Florida A&M University-Florida State University College of Engineering. She replaces Ching-Jen "Marty" Chen.
