» Well-known banker Carlos Migoya, a former Miami regional president for Wachovia, became Miami's city manager. He replaced Pete Hernandez, who resigned amid the city's financial crisis. Migoya says he will not receive a salary.

» Orlando-based CNL Bank promoted Raul G. Valdes-Fauli to president of its south Florida market. He had been president of the bank's Miami-Dade County market. He replaces Lynne Wines, who took a position with the bank's parent company.
» ASTAR Air Cargo promoted Stephen Dodd to CFO. He had been vice president, treasurer and chief information officer.
