>> Javier Alberto Soto, chief of staff for former Miami-Dade Mayor Alex Penelas, is running Dutko Worldwide's new Miami office. Dutko, a public policy company based in Washington, D.C., stepped up its Florida presence last year by merging with Tallahassee-based Poole McKinley.
>> Banc of America Investment Services has named Jack Heiss regional director of its Florida operations. Heiss, previously market director for the Broward/Palm Beach/Treasure Coast region, is based out of Boca Raton.
>> A year after being named COO of Prudential Florida WCI Realty, Rei Mesa has been promoted to president. Mesa, based out of Plantation, is responsible for managing all aspects of the company, including strategic growth, new business development, profit and loss, and acquisitions.
>> Wachovia Corp. has named R. Thomas "Tommy" Mayes president of First National in Palm Beach and Thomas E. Joyce managing director of Personal Trust for Palm Beach County.
